Measuring For My Bra Size!?

I measured about 10 times for my bra size and keep coming up with the same measurements, ok so when i go to the store and try on the size of bra, the band fits but there is alot of room for breast area! WHAT AM I DOING WRONG? PLEASE HELP!!!
